D. Scott Penman

Scott serves as co-owner and founder of C2C Association Management Solutions while also managing C2C’s affiliate government affairs firm, The Penman Group. At C2C, Scott provides general executive management alongside Jill, including management of vendor and subcontractor contracts.

Although The Penman Group provides full government affairs services, with his long-standing reputation in the Missouri Capitol, Scott specializes in building clients political presence and educating them on how legislation could impact their mission.

Although his title says manager, maybe too much of Scott’s time is spent meandering around staff offices - telling jokes and showing off his new favorite finds on Facebook Marketplace. Most recently it was “lifesize black bear mount 5 years old in good shape $800 obo need gone in the next two weeks.”
