C2C Association Management Solutions was co-founded by Jill Hancock in collaboration with D. Scott Penman, co-owner and principal of The Penman Group, a distinguished government affairs firm. This strategic partnership enhances our ability to deliver exceptional services, offering clients expanded staff capacity, state-of-the-art technology and office facilities, and a comprehensive range of skills and expertise.

At the core of C2C are Jill Hancock, Tammy Miller, and our newest team member, Sarah Maxwell, whose collective experience drives our commitment to excellence. Scott Penman and Madison lead The Penman Group, specializing in government affairs while providing invaluable client management and support to C2C. Our services are also supported by a network of trusted subcontractors, including bookkeeping, IT support, graphic design, and additional event staffing.

This partnership between C2C and The Penman Group allows both firms to seamlessly support each other's client needs. While Scott and Jill maintain independent operations as founders and partners of their respective firms, they collaborate closely on executive office management, ensuring that our clients receive the highest level of service and expertise.
